Write a language-specific article file and update the generation stats.
Parameters
- html: string
  Full HTML content to write
- slug: string
  Article slug (e.g. "2025-01-15-week-ahead")
- lang: string
  Language code suffix (e.g. "en")
- options: OutputOptions
  Output flags and directory path
- stats: GenerationStats
  Mutable stats object to increment counters on
Returns boolean
true when the file was actually written
