Build an HTML section listing recently adopted texts from EP feed data. Groups texts by adoption date and renders them as a structured list.
Parameters
- adoptedTexts: readonly AdoptedTextFeedItem[]
  Adopted text feed items
- language: string
  BCP 47 language code
Returns string
HTML section string, or empty string if no texts
